|1.||Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings.

|3.||Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.
Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

determined by Cherwell District Council’s Planning Committee. (To follow)

i) Parish Council Insurance – To approve the insurance policy for 2016-2019.
ii) Approval of Accounts for Payment – To approve the accounts for payment. (To follow)
iii) Bank Reconciliation – To note the bank reconciliation. (To follow)
iv) Quarterly Budget Monitoring Report – To note the income and expenditure from April 2016 to September 2016. (To follow)
v) External Audit Report 2015/2016 – To note the report from BDO, the external auditor. (To follow)
vi) Section 106 Funds – To discuss Section 106 funds being spent on public rights of way, by Oxfordshire County Council.
vii) Notice boards – To consider a quote for the refurbishment of the noticeboards. (To follow)

|10.||Parish Council Matters
i) Adderbury Neighbourhood Plan – To receive an update on the progress of the ANP.
ii) Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.
Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.
iii) Health and Safety – To receive a report on:
· the play area inspection at The Rise from Councillor David Griffiths;
· the play area inspection at the Lucy Plackett Playing Field from Councillor Ann Lyons; and
· Adderbury Lakes from Councillor Diane Bratt
iv) Areas of Responsibility – To confirm the areas of responsibility, following advice from the Parish Council’s insurers. (To follow)
v) Reporting of the Open Forum – To consider whether matters be reported more fully.

i) Adderbury Library – To receive a report from the FOCAL representative, Councillor Ann Lyons.
ii) Traffic Calming – To discuss:
i) Milton Road/Horn Hill Road Feasibility Study, including a report on the views of residents on speed reductions measures in West Adderbury (including Manor Road); and
ii) the impact of the temporary traffic calming signs.
iii) Twyford Road Noise and Traffic Issues – To receive an update from Councillor Colin Astley on the traffic issues on Twyford Road.

|12.||Correspondence – Items of correspondence will be circulated to members.
Councillors are reminded to read the Grant Thornton Study publication ‘Review of Future Options for Local Government in Oxfordshire’ which has been published and circulated to the Parish Council by email. 9.05pm
|13.||Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 14, & 15 on the grounds that it could involve the likely disclosure of private and confidential information. 9.05pm
|14.||Tree Works Contract – To appoint a contractor to carry out works to trees marked as priority 1 and 2 within the Tree Survey, as recommended by the Tree Working Group. (To follow)

|15.||Grievance/Staffing Committee – To consider the recommendations in the report of the Independent Panel who considered the Clerk’s appeal to the decision of the Parish Council’s Grievance Panel and to note the minutes of the Staffing Committee held on 8 August 2016.
