Adderbury Parish Council Agenda 25 October 2016



1. Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings.



2. Apologies for absence – To receive any apologies for absence from the meeting.



3. Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.


Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

4. Minutes – To approve the minutes of the meetings held on 13 September 2016 and 20 October 2016 and discuss any matters arising from those minutes.  (Attached)

5. Open Forum – Members of the public are invited to raise any items which concern the Parish.   (10 minutes maximum/3 minutes per person)

6. Reports from County and District Councillors – To receive reports from the Adderbury County Councillor and District Councillors.

7. Play Equipment Project – To note the written update from Councillor Sue Jelfs on the project to replace the play equipment in the village.



8. Grievance – To receive a report on the outcomes of the Grievance Process.

i)                  Planning Applications – To note the planning applications considered by the Parish Council since the last meeting.  (To follow)


ii)          Results of Planning Applications – To note the results of planning applications

determined by Cherwell District Council’s Planning Committee. (To follow)


iii)         16/01939/F – To consider a planning application which has been submitted by Oxfordshire County Council for the erection of a detached two storey cottage, parking and garden (resubmission of 16/01218/F) at land east of Adderbury House Lodge, Lake Walk, Adderbury.  (Details previously circulated)

10. Finance


i)               Approval of Accounts for Payment – To approve the accounts for payment.  (To follow)


ii)              Bank Reconciliation – To note the bank reconciliation. (To follow)


iii)             Appointment of Internal Auditor 2016/2017 – To consider the letter of engagement from Arrow Accounting and appoint an internal auditor for 2016/2017.  (To follow)


iv)              Church Lane Bollards – To agree whether bollards should be installed in Church Lane, taking into consideration the donations from local residents.


v)               Rights of Way – To receive a report from Councillor Steven Cox on possible rights of way improvements.

11. Parish Council Matters


i)                  Adderbury Neighbourhood Plan (ANP) – To agree the progression of the ANP to the Pre-submission stage.


ii)                Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.


Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.


iii)                      Health and Safety – To receive a report on:


·            the play area inspection at The Rise from Councillor David Griffiths;

·            the play area inspection at the Lucy Plackett Playing Field from Councillor Ann Lyons; and

·            Adderbury Lakes from Councillor Diane Bratt


iv)         Adderbury Lakes – To receive a report on the recent project to improve the pathways at Adderbury Lakes.

12. Village Matters


i)                Clearing of The Brook – A vote of thanks from the Parish Council to Mark Jones for the time he has spent clearing the brook, clearing the church graveyard and burning all the rubbish.


ii)                Adderbury Library – To receive a report from the FOCAL representative, Councillor Ann Lyons.


iii)              Horton Hospital – To discuss how the Parish Council could help support the campaign to keep the Horton Hospital open.


iv)         Twyford Road Noise and Traffic Issues – To receive an update from Councillor Colin Astley on the traffic issues on Twyford Road.

iv)             9.10pm – 9.20pm


13. Correspondence – Items of correspondence will be circulated to members.

14. Party in the Park – To consider a request to use the Playing Field for the Party in the Park on 17 June 2017.
