Summary of Decisions – 20 October 2015

This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 20 October 2015.

PRESENT:     Councillor Diane Bratt (Chairman); Councillors Colin Astley, Diane Danton, Tony Gill, David Griffiths, Sue Jelfs, Patricia Leeman, Ann Lyons, Stuart Phipps, Martin Rye and Chris Shallis.

 

ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), District Councillor Nigel Randall and five members of the public

 

SUMMARY OF DECISIONS

 

 

1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.

 

2. Apologies for absence – Trish Fennell.

 

3. Declarations of Interest – In accordance with the Code of Conduct, all Councillors declared an interest as Trustees of the Lucy Plackett Playing Field.

 

Councillor Diane Danton with regard to the Allotment rents for 2016/2107.

 

Councillors Diane Bratt, Sue Jelfs and & Patricia Leeman with regard to planning application 15/01773/OUT.

 

The Chairman reminded Councillors about the procedures in the Standing Orders, highlighting the procedure for speaking at Parish Council meetings and how Councillors should behave in-between meetings.  Councillors should only act on behalf of the Parish Council if they had been authorised to do so, by the Parish Council.

 

The Chairman also reminded members about declarations of interest and the importance of declaring interests, even if it was not a disclosable pecuniary interest.  Councillors should also ensure that they abide by the Code of Conduct, which had been adopted by the Parish Council.

 

4. Minutes & Matters Arising –The minutes of the meeting held on 15 September 2015 were approved with minor amendments which were detailed in the minutes.

 

5. Open Forum – The Parish Council agreed to discuss at the next meeting, the celebrations for the Queen’s 90th Birthday on Saturday 4 June 2016.  This was raised by Val Scarff.

 

Mark Hewish addressed the Parish Council with regard to the speeding traffic on Horn Hill Road.  The Parish Council had already contacted Highways to look at traffic calming measures and would ask the County Council to also look at appropriate signage, asking drivers to slow down.

 

Andrew Barnes expressed his concern with regard to the materials which Banner/CALA Homes were proposing to use on the Milton Road development.

 

6. Reports from County and District Councillors – District Councillor Nigel Randall addressed the Parish Council, full details in the Minutes.  There was no report from County Councillor Arash Fatemian.

Planning

 

i)                Planning Application 14/00250/F – Banner Homes, Lane North of Milton Road, Demolition of existing agricultural buildings and erection of 20 private houses and 11 affordable dwellings, provision of public open space and land for a possible community use – The Parish Council would be reiterating its comments with regard to the use of all stone in this development because it was adjacent to the stone buildings of the Conservation area and would impact on the view of these buildings when entering the village.

 

ii)                Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.

 

ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.

 

iii)         15/01773/OUT – Gladman Developments – The Parish Council would be objecting to the planning application.

 

8. Finance

 

i)               Accounts for Payment – The accounts for payment were approved.

 

ii)              Bank Reconciliation – The bank reconciliation was noted.

 

iii)               Adderbury Lakes – The spending for 2015/2016 was noted and the Chairman gave an update on the projects at the Lakes.  Full details would be in the Minutes. The Lakes Management Committee were thanked for all their work at the Lakes.

 

iv)              Youth Club – The £700 which had been kept by the Parish Council, on behalf of the Youth Club, would be spent on the play equipment project.

 

v)                Appointment of Internal Auditor – Phil Hood from Arrow Accounting was appointed as the internal auditor for 2015/2016.

 

vi)               Gracewell Care Homes – The list of suggestions would be forwarded to Peter Holcroft and would be detailed in the Minutes.

 

vii)             Allotment Rents – The rent for 2016/2017 would remain at £26.

 

9. Parish Council Matters

 

i)                Adderbury Neighbourhood Plan – The Plan had been completed and would be submitted to Karen Moore by Friday 23 October 2015. It was hoped that a meeting would be held on Monday 16 November 2015 to consider Karen’s comments.

 

ii)               Parish Council Surgeries – One person had attended the last session and discussed the grass cutting.

 

Surgeries were held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.

 

iii)              Parish Council Web Site – Councillor Stuart Phipps had started to refresh the web site and would keep Councillors updated on its progress.

 

iv)             Bench in Croft Lane – The bench would be located near to the entrance of Faulkners Close.  Councillor Martin Rye would source some ideas for the type of bench which could be installed.

 

v)               Annual Parish Meeting 2016 – A number of speakers were suggested and the date of the meeting in April 2016, would be confirmed shortly.

 

vi)            Walled Garden Allotments – The request for a tool shed at plot 16 was approved subject to the rules for the allotments.

 

vii)            Adderbury Cemetery – The advice from the Environment Agency relating to the possible extension of the burial ground was noted.

 

viii)           Roles & Responsibilities Training – The feedback was noted and Councillor Chris Shallis found the training very useful.

 

10. Village Matters

 

i)             Adderbury Library – There would be a fundraising quiz night at The Bell on 14 November 2015.

 

ii)            Play Area Inspections – The Rise and Lucy Plackett Playing Field were both fine.   Cherwell District Council would be asked if the Parish Council could plant some trees and flowers in the grass around The Rise play area.

 

iii)           Licensing Act 2003 & Gambling Act 2005 – If Councillors had any comments, these should be sent to the Clerk for submission to Cherwell District Council.

 

iv)          Chapel Lane Bus Stop –The Parish Council could not support the request to move

the bus stop from Chapel Lane to The Green as it was felt that it would cause traffic issues.

 

The County Council would be contacted about the issue of buses getting stuck on High Street, by Tythe Barn due to the parked vehicles blocking the road.

 

v)                   v)       Traffic Calming – The Parish Council would contact the County Council about a proposal for a pinch point on Horn Hill Road.  It was hoped Section 106 money from the Banner Homes development on Milton Road could be used.

Correspondence – Countryside Voice was circulated to the Parish Council.  Also a letter from Barbara Talbot with regard to additional street lighting in Manor Road had been received.  This would be discussed at the next meeting.

 

12. Public and Press – The Parish Council passed a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered 13 on the grounds that it could involve the likely disclosure of private and confidential information.

 

13. Grass Cutting – Rascal Horticultural Services, Thomas Fox and Green Scythe would be asked to submit a quote for 2016/2017.

14. Play Equipment Project – Terms of reference were discussed and would be submitted to the Parish Council by Councillor Sue Jelfs.
