A meeting of the Parish Council will be held on Tuesday 20 October 2015 at 7.30 pm at the Church House, Adderbury to transact the business set out in the Agenda below, and you are summoned to attend.
The District Councillor Nigel Randall and County Councillor Arash Fatemian are also invited to attend.

|1.||Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings. Also welcome to the new members of the Parish Council to their first meeting.
|2.||Apologies for absence – To receive any apologies for absence from the meeting.
|3.||Declarations of Interest & Parish Council Procedures
i) Members are asked to declare any interest, and the nature of that interest, which
they may have in any of the items under consideration at this meeting.
ii) Following the Roles and Responsibilities training, members are reminded about the
Parish Council’s Standing Orders which detail, amongst other matters, the procedure
with regard to debates at Parish Council meetings and how Parish Councillors
should behave during and in between meetings. (To follow)

|4.||Minutes – To approve the minutes of the meetings held on 15 September 2015 and discuss any matters arising from those minutes. (Attached)

|5.||Open Forum – Members of the public are invited to raise any items which concern the Parish. (10 minutes maximum/3 minutes per person)

|6.||Reports from County and District Councillors – To receive reports from the Adderbury County Councillor and District Councillor.

i) Planning Applications – To note the planning applications considered by the Parish Council since the last meeting. (To follow)
ii) Results of Planning Applications – To note the results of planning applications
determined by Cherwell District Council’s Planning Committee. (To follow)
iii) 15/01773/OUT – Gladman Developments – Land to the West of the Crescent, Twyford, Banbury – Outline planning permission for up to 50 residential dwellings (including up to 35% affordable housing), land for potential GP outreach Surgery/Pharmacy/Community Use/Primary School Relocation, introduction of structural planting and landscaping, informal public open space and children’s play area, surface water flood mitigation and attenuation, vehicular access point from Banbury Road and associated ancillary works. All matters to be reserved with the exception of the main site access.

i) Approval of Accounts for Payment – To approve the accounts for payment. (To follow)
ii) Bank Reconciliation – To note the bank reconciliation. (To follow)
iii) Adderbury Lakes – To note the spending at Adderbury Lakes during 2015/2016 and receive an update on the Lakes projects.
iv) Youth Club – To discuss whether the funds, ring fenced for the Youth Club, could be used for alternative projects.
v) Appointment of Internal Auditor – To appoint the Internal Auditor for 2015/2016.
vi) Gracewell Care Homes – To agree a list of projects which the £50,000 from this development could be spent on.
vii) Allotment Rents – To agree the rent for 2016/2017.

|9.||Parish Council Matters
i) Adderbury Neighbourhood Plan (ANP) – To receive an update on the Adderbury Neighbourhood Plan and the meeting with Cherwell District Council and to agree to pass the ANP to a consultant for it to be checked and to obtain her advice on it, by 23 October 2015, including all documents, even unfinished ones.
ii) Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.
Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.
iii) Parish Council Web Site – To approve the new Parish Council web site.
iv) Bench in Croft Lane – To agree the location of a new bench in Croft Lane.
v) Annual Parish Meeting 2016 – To discuss suggestions for a speaker for the meeting.
vi) Walled Garden Allotments – To consider a request for a tool shed on the wall below plot 16.
vii) Adderbury Cemetery – To note the advice from the Environment Agency about the proposed extension to the burial ground.
viii) Roles & Responsibilities Training – To receive feedback from the training session held on Saturday 26 September 2015.

i) Adderbury Library – To receive a report from the FOCAL representative, Stuart Phipps.
ii) Play Area Inspections – To note the play area inspections at The Rise and the Lucy Plackett Playing Field.
iii) Licensing Act 2003 & Gambling Act 2005 – To make comments on the consultation processes.
iv) Chapel Lane Bus Stop – To discuss a proposal to move the bus stop from Chapel Lane to The Green.
v) v) Traffic Calming – To discuss traffic calming in the village.
9.10pm – 9.20pm
|11.||Correspondence – Items of correspondence will be circulated to members.
|12.||Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered 13 on the grounds that it could involve the likely disclosure of private and confidential information.
|13.||Grass Cutting – To discuss the grass cutting contracts for 2016/2017.
