This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 24 November 2015.

PRESENT:     Councillor Diane Bratt (Chairman); Councillors Colin Astley, Diane Danton, Tony Gill, David Griffiths, Sue Jelfs, Patricia Leeman, Stuart Phipps, Martin Rye and Chris Shallis.

 

ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), District Councillor Nigel Randall and nine members of the public

 

SUMMARY OF DECISIONS

 

 

1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.

 

2. Apologies for absence – Parish Councillor Ann Lyons and County Councillor Arash Fatemian.

 

3. Declarations of Interest – Declarations of interest would be detailed in the minutes.
4. Minutes & Matters Arising –The minutes of the meeting held on 20 October 2015 were approved with two amendments which were detailed in the minutes.

 

5. Open Forum – The Parish Council was addressed on the following matters:

 

Section 106 monies

Night noise from traffic on Twyford Road

Twyford Wharf Bridge

Parking issues on Dog Close

Blocked gullies on Banbury Road/Oxford Road

Adderbury Community Food Market

Parish Council precept

 

6. Reports from County and District Councillors – District Councillor Nigel Randall addressed the Parish Council, full details in the Minutes.  There was no report from County Councillor Arash Fatemian.

Planning

 

i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.

 

ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.

 

iii)         15/01048/F – Land West Of Horn Hill Road Adderbury – The Parish Council supported this amended planning application.

 

8. Finance

 

i)               Accounts for Payment – The accounts for payment were approved.

 

ii)              Bank Reconciliation – The bank reconciliation was noted.

 

iii)               Clerks’ Pension – The report was noted.

 

iv)              Gracewell Care Homes – Gracewell Care Homes be thanked for the £15,000 donation towards community facilities in the village.

 

9. Parish Council Matters

 

i)                Adderbury Neighbourhood Plan – A special meeting would be held on 1 December 2015 to consider Karen Moore’s report and if it was able, to approve the ANP.

 

ii)               Parish Council Surgeries – No one had attended the last session.

 

Surgeries were held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.

 

iii)              Parish Council Web Site – The Parish Council was pleased with the progress and look of the new web site.  A policy for links on the web site would be discussed at the next meeting.

 

iv)             Play Equipment Project – The full terms of reference would be submitted to a future meeting and Councillor Sue Jelfs was progressing the project.

 

v)               Maintenance of Benches – Councillors would advise the Clerk of any benches or other street furniture in the village, which needed to have maintenance work.  The new bench in Croft Lane was approved and would be purchased and installed.

 

10. Village Matters

 

i)                  Adderbury Library – There would be a festive morning at the Library at 10am on 12 December 2015.  Christmas cards were also being delivered from the Library at a cost of 25p per card.

 

ii)                Play Area Inspections – Both plays are were fine.  The hedge along the driveway would be cut back.

 

iii)              Queen’s 90th Birthday Celebrations on Saturday 4 June 2016 –.The Parish Council supported the celebrations being organised by Val Scarff.  Councillor David

 

Griffiths would arrange the road closure.  The Clerk would also ask if any other help was required from the Parish

Council.

 

iv)              Notice Board – A new notice board would be purchased and subject to permission from Cherwell District Council, it would be installed at the Rochester Way end of The Rise.

 

v)               Twyford Road – Councillor Astley was progressing the issue of traffic noise on Twyford Road and had recently attended a meeting with Cherwell District Council officers. Other meetings would be arranged in due course to assist the residents who were suffering from the noise issue from the heavy goods vehicles going to and from Cherwell Valley Silos.

 

vi)               Highways/Flooding Matters – The Chairman had attended meetings with a number of officers from the County Council on the following matters:

 

·            Flooding issue at Adderbury Cemetery concerning the neighbouring properties – The County Council had cleared the pipe under Erridge House and would be writing to the owners of Erridge House and Arboretum House about their responsibilities.

·            Street lamp on Colin Butler Green – The County Council would be advising on costs and possible locations for the new lamp

·            Street lamp in East End – This lamp would be replaced with one suitable to Conservation area.

·            Bus Shelters on Banbury Road – Bus shelters on Banbury Road would either be maintained or replaced.  There would also be one new shelter where there was currently just a bus stop.  Section 106 monies would be used for this project.

·            Dog Close/Round Close Road junction parking issues – Parking bays would be painted on the road

·            Parking issues on High Street, around the Tythe Barn area – Road markings would be painted to encourage drivers not to park their cars in this area.

·            Traffic calming on Milton Road/Horn Hill Road – The County Council would be asked to look at various traffic calming measures for Milton Road/Horn Hill Road.

 

vii)            Subsidised Bus Services and Dial-a-Ride Funding Cuts – The Parish Council would be advising the County Council that it was disappointing for all bus users that these services were being withdrawn. It made villages more isolated and encouraged the use of cars.

Correspondence – An email from Matthew Burnell had been actioned with regard to parking issues on the Twyford Grove junction with Banbury Road.  The County Council could not paint double yellow lines as it did not have the funds for producing a traffic order.

 

12. Public and Press – The public and the press were excluded for the following item only.

 

13. Grass Cutting and Maintenance Contracts – The contracts for grass, allotment, cemetery and Lakes maintenance for 2016/2017 were awarded to the current contractors.

14. Party in the Park – The request from the Party in the Park to use the playing field on 18 June 2016 was approved.

 

15. Hedge Cutting – The work to the hedge was approved.  The resident would be meeting the cost of this work.
