Summary of Decisions – 19 May 2015

This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 19 May 2015.

PRESENT:     Councillor Diane Bratt (Chairman); Councillors Colin Astley, Tony Gill, David Griffiths, Sue Jelfs, Patricia Leeman, Ann Lyons and Martin Rye.


APOLOGIES: Parish Councillor Stuart Phipps and District Councillor Nigel Randall


ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), Trish Fennell, County Councillor Arash Fatemian and two members of the public.






1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.


2. Apologies for absence – Parish Councillor Stuart Phipps and District Councillor Nigel Randall.


3. Appointment of Chairman 2015/2016 – Councillor Diane Bratt was appointed as Chairman of the Parish Council for 2015/2016.


4. Appointment of Vice-Chairman 2015/2016 – Councillor David Griffiths was appointed as Vice-Chairman of the Parish Council for 2015/2016.


5. Declarations of Interest – All Councillors in respect of being trustees of the Lucy Plackett Playing Field.


Councillor Ann Lyons in the History Club grant application.


Councillor David Griffiths in the History Club and Theatre Workshop grant applications.


6. Code of Conduct and Register of Interests Forms – All Councillors had now submitted their Register of Financial Interests forms to the Monitoring Officer at Cherwell District Council.


7. Minutes & Matters Arising –The minutes of the meeting held on 28 April 2015 were approved with one amendment, which was detailed in the minutes of this meeting.


8. Open Forum – There were no residents’ issues.


9. Reports from County and District Councillors – District Councillor Nigel Randall had circulated a written report prior to the meeting and he was following up on the matter relating to the footpath from St Mary’s Road to Adderbury Fields.


County Councillor Arash Fatemian advised he was waiting for a response from the highways officer at the County Council about the maintenance works at Duchess Bridge.


The Chairman had met with Bloor Homes and the residents of Aynho Road and a fence would now be erected behind properties on the Ayhno Road where the new footpath was being installed.






i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.


ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.


iii)         Cherwell Local Plan 2011-2031 (Part 2) Development Management and Policies and Sites – Councillor Colin Astley would be formulating a response.


iv)         Street Naming – The Parish Council agreed to ask Cherwell District Council to use the names Wood, Stuckey, Suter and Gardner for the road names on the Gracewell Care Homes site on Banbury Road.


v)          Footpaths – The Parish Council would be reporting to the County Council that the footpath from Rochester Way to Kemps Road needed the overhanging trees

cutting back and the footpaths behind Horn Hill Road/Berry Hill Road were in a

poor state.


11. Finance


i)               Accounts for Payment – The accounts for payment were approved.


ii)              Bank Reconciliation – The bank reconciliation was noted.


iii)              Parish Council Grants – The Parish Council awarded grants of £2040 and the full list was available in the minutes of the meeting.


12. Parish Council Matters


i)                Parish Council Vacancies – There were still two vacancies on the Parish Council and no applications had been received for consideration.


ii)               Adderbury Neighbourhood Plan – The Parish Council noted the progress report from Councillor Gill. It was agreed that the ANP team would continue revising the ANP and other documents, following the recent public consultation. A meeting of the ANP/SAR teams would be held on 4 June 2015 and the Parish Council would be investigating grant funding and additional support from a consultant.


iii)               Parish Council Surgery – Two issues had been raised and were detailed in the minutes.


iv)               Appointment of Parish Council Representatives & Parish Council Working Parties – The Parish Council appointed its representatives to the Working Groups and outside bodies and these were detailed on the Parish Council web site.


v)                Parish Council Web Site – This item was deferred to the next meeting of the Parish Council.


13. Village Matters


i)             Adderbury Library – No report on Adderbury Library.


ii)            Play Area Inspections – No issues at The Rise nor the Lucy Plackett Playing Field.


iii)           Adderbury Stores – The selling of flowers was not causing any issues and the Parish Council supported the Post Office returning to the village.


iv)          Brown Tourist Signs – Adderbury Stores would not be able to have a sign as it did not meet the appropriate criteria.  This was also a costly process and would not be progressed.


v)            Clothes Bank, Thames Valley Air Ambulance – The clothes bank would be located in the layby on the A4260, on the left entering Adderbury from Banbury.




Correspondence – There were no items of correspondence.


15. Public and Press – The Parish Council passed a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 16 & 17 on the grounds that it could involve the likely disclosure of private and confidential information.


16. Cemetery – The Environment Agency would be contacted about the issue of the springs in the cemetery and the surrounding ditches would be cleared.


17. Friends Meeting House – Advice would be sought on the latest correspondence from The Friends.

18. Plane Crash – Evidence of the crash was required by the Parish Council prior to agreement for a memorial.


19. Meeting Dates – Future meeting dates are as follows, and will commence at 7.30pm at the Church House, Adderbury, unless stated otherwise:
