Adderbury Parish Council Summary of Decisions 28 March 2017

This is a summary of the decisions and not the formal minutes of the meeting of Adderbury Parish Council held on 28 March 2017.

PRESENT:     Chairman Councillor Diane Bratt; Councillors Colin Astley, Penny Clarke, Steven Cox, Tony Gill, David Griffiths, Ann Lyons, Keith Mitchell, Martin Rye and Chris Shallis.

 

ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), Sam Brown Chair of the ANP Steering Group, Trish Fennell and over twenty members of the public.

 

 

SUMMARY OF DECISIONS

 

 

1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings. It was noted that Councillor Tony Gill would be recording the meeting as an individual resident. His recording was not on behalf of the Parish Council.

 

2. Apologies for absence – Parish Councillors Sue Jelfs and Ian Asbury, District Councillors Christine Heath and Mike Bishop and County Councillor Arash Fatemian.

 

3. Gracewell Care Homes – Jeanne Vella-Eyre, Gracewell Care Home Manager addressed the meeting with regard to the Care Home, its staff and residents.

 

4. Declarations of Interest – All Councillors as Trustees of the Lucy Plackett Playing Field.

 

5. Minutes & Matters Arising –The minutes of the meetings held on 28 February 2017 were approved.

Open Forum – Six members of addressed the Parish Council.  Details would be in the minutes.

 

7. Reports from County and District Councillors – No reports.

 

8. Adderbury Neighbourhood Plan (ANP) – The ANP was approved for submission to Cherwell District Council.

 

9. Play Equipment – The progress report was noted and then the item was deferred to the next meeting.

Planning

 

i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.

 

ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.

 

iii)         17/00457/OUT – Leonard Cheshire Disability, Land Adjoining Summers Close Adderbury for Outline – The Parish Council objected to the application.

 

11. Finance

 

i)               Accounts for Payment – The accounts for payment were approved.

 

ii)              Bank Reconciliation and Breakdown of Funds – Noted.

 

iii)              Parish Council Grants Working Party – Amendments suggested by the Working Group were noted and approved.

 

iv)               Section 106 Funds for Adderbury Library – Report was noted.

 

12. Parish Council Matters

 

i)                 Staffing Committee – The minutes were noted.

 

ii)               Parish Council Surgeries – Details in the minutes.

 

iii)                      Health and Safety – There were no health and safety issues at:

 

·            The Rise play area;

·            the Lucy Plackett Playing Field/play area; and

·            Adderbury Lakes.

 

v)               Welcome Pack – Adderbury.org be asked to advertise for volunteers to assist with this project.

 

vi)               Timms Cart – Nicholas King be asked to offer the cart to Banbury Museum, Bloxham Museum and Tythe Barn in Swacliffe.

 

vii)             Burial Ground – Quotes be obtained for checking the drainage on the land and it be discussed again at a future meeting.

 

13. Village Matters

 

i)                Land North of Milton Road – A Working Group be setup to produce a Feasibility Study and proposals for the site, within the remit of the restrictive covenant which states that the land must be used for ‘sports pitches and a community facility’.

 

ii)               Land to the Rear of Adderbury Court – The land would be designated as a natural amenity area focussing on enhancing and protecting the wildlife and flora of the area.  The request from the School for use of the land for ‘Forest Schools’ be approved in principle, subject to further discussions between the Parish Council and Christopher Rawlins Primary School.  The discussions with Barwood Homes would continue with regard to improved access to the PC land.

 

iii)             Adderbury Library – The report from FOCAL was noted.

 

iv)             Defibrillator – Councillor Chris Shallis would lead on the fundraising for a defibrillator in the village and he would be setting up a justgiving page so that people could make donations.

 

v)               Day of Dance – The event was being held on Saturday 22 April 2017.

 

vi)             Parking in Keytes Close and Adderbury Court – The residents who had made the complaints would be advised of the action already taken by the Parish Council and Christopher Rawlins Primary School.

Correspondence – No further correspondence.

 

15. Public and Press – The press and public were excluded.

 

16. Play Equipment Project – Deferred

 

17. Community Land, Nicholas King Homes – The report was noted and the Chairman and Vice-Chairman were authorised to continue discussions with Cherwell District Council and Nicholas King.

 

 

The Lucy Jane Plackett Charity

 

18. Barrier and Fencing at the Lucy Plackett Playing Field – The quote for the works to the barrier was accepted and the electricity company was authorised to carry out the necessary works to the trees on the railway embankment.

 

19. Meeting Dates – Future meeting dates are as follows, and will commence at 7.30pm at the Church House, Adderbury, unless stated otherwise:

 

  • 4 April 2017 (Adderbury Annual Parish Meeting at the Methodist Hall, Adderbury)
  • 25 April 2017
  • 30 May 2017
