This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 29 March 2016

PRESENT: Councillor Diane Bratt (Chairman); Councillors Diane Danton, Tony Gill, David Griffiths, Sue Jelfs, Patricia Leeman, Ann Lyons, Martin Rye and Chris Shallis.
ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), Trish Fennell, District Councillor Nigel Randall and four members of the public.
SUMMARY OF DECISIONS
|1.||Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.
|2.||Apologies for absence – Parish Councillors Colin Astley and Stuart Phipps.
|3.||Declarations of Interest – All Councillors as Trustees of the Lucy Plackett Playing Field.
|4.||Minutes & Matters Arising –The minutes of the meeting held on 23 February 2016 were approved with amendments, which were detailed in the minutes.
|5.||Open Forum – Nigel Wood and Mark Hewish addressed the Parish Council.
|6.||Reports from County and District Councillors – County Councillor Arash Fatemian circulated a report by email. District Councillor Nigel Randall addressed the Parish Council verbally and his report would be in the minutes.
|7.||Play Equipment – Progress with the project was noted.
i) Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.
ii) Results of Planning Applications – The results of planning applications
determined by Cherwell District Council’s Planning Committee were noted.
iii) Street/Building Naming for the development on the OS Parcel 3491, North of Adderbury Court, Oxford Road, Adderbury – The names Vera Wood, Colonel Dick Stuckey and Elizabeth Suter be suggested.
i) Accounts for Payment – The accounts for payment were approved.
ii) Bank Reconciliation – The bank reconciliation was noted.
iii) Bollards in Church Lane – Residents in the area would be consulted on the proposed bollards outside of the Old Vicarage.
iv) Access to Public Right of Way – Further information would be obtained from Sarah Aldous, Rights of Way Officer for the County Council.
v) Independent Parish Remuneration Panel Report 2016/2017 – This item was deferred to the Parish Council meeting in May 2016.
vi) Parish Council Grants Application Form – The review of the criteria for grant applications was deferred to a Parish Council meeting later in 2016 and any changes be implemented for applications considered in 2017/2018. The deadline for grant applications for 2016/2017 was 17 June 2016.
|10.||Parish Council Matters
i) Agenda Management and Minutes – More information would be provided on the agenda, where possible. Each item in the minutes would have a very short preamble followed by the decisions.
ii) Adderbury Neighbourhood Plan – An update was provided to the Parish Council on the work of the ANP Steering Group.
iii) Parish Council Surgeries – Surgeries were held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.
iv) Oxfordshire Together – Information from the County Council was noted.
v) Transfer to Land to the Parish Council – It was noted that the transfers of the ransom strip
on the Aynho Road development and the land on Milton Road were both being progressed.
vi) Grass Cutting – The Parish Council was happy with the standard of grass cutting in the village.
i) Adderbury Library – FOCAL was very pleased with the £2000 donation from the developer of the Gracewell Care Homes, which had been secured by the Parish Council.
ii) Play Area Inspections – Both play areas were fine.
iii) Annual Parish Meeting 2016 – The draft agenda was noted. The meeting was being held on Tuesday 12 April 2016 at 730pm at the Methodist Hall.
iv) Milton Road/Horn Hill Road Feasibility Study – The County Council would be asked for:
· their preferred option for addressing the issue;
· clarification of the Section 106 monies available for traffic calming; and
· further clarification on costs, if the relevant site surveys and progression of the design phases are commissioned.
v) Street Lighting – Requests for street lighting would be considered during the Parish Council’s budgeting process in November/December 2016 for the financial year 2017/2018.
iv) Adderbury Cemetery and Horn Hill Road Drainage Issues – There was no update.
|Correspondence – There were no further items of correspondence.
|13.||Public and Press – The public and the press were excluded for the following two items only.
|14.||Land at Adderbury Court – The update was noted.
|15.||Staffing Committee – The Committee membership was agreed and its terms of reference were approved.

|16.||Wooden Bollards – Repairs and replacements costs would be sought for the bollards at the Dog Close side of the playing field.
|17.||School Fete – Permission was granted for the event being held on Saturday 11 June 2016, 12 noon to 4pm.
|18.||Meeting Dates – Future meeting dates are as follows, and will commence at 7.30pm at the Church House, Adderbury, unless stated otherwise:
