1. Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings.



2. Apologies for absence – To receive any apologies for absence from the meeting.



3. Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting; and

4. Minutes – To approve the minutes of the meeting held on 23 February 2016 discuss any matters arising from those minutes.  (Attached)

5. Open Forum – Members of the public are invited to raise any items which concern the Parish.   (10 minutes maximum/3 minutes per person)

6. Reports from County and District Councillors – To receive reports from the Adderbury County Councillor and District Councillor.

7. Play Equipment Project – To receive an update on the project to replace the play equipment in the village.

i)                  Planning Applications – To note the planning applications considered by the Parish Council since the last meeting.  (To follow)


ii)          Results of Planning Applications – To note the results of planning applications

determined by Cherwell District Council’s Planning Committee. (To follow)


iii)         Street Naming – To suggest a possible street name and building name to Cherwell District Council for the development on the OS Parcel 3491, North of Adderbury Court, Oxford Road, Adderbury.

9. Finance


i)                 Approval of Accounts for Payment – To approve the accounts for payment.  (To follow)


ii)               Bank Reconciliation – To note the bank reconciliation. (To follow)


iii)              Bollards in Church Lane – To consider the quote from the County Council for bollards in Church Lane.


iv)              Access to Public Right of Way – To discuss making a financial contribution to improve the access on a public right of way in West Adderbury.


v)               Independent Parish Remuneration Panel Report 2016/2017 – To agree Members’ Allowances for 2016/2017.  (To follow)


vi)               Parish Council Grants – To appoint a Working Group to review the procedure and process for considering grant applications.

10. Parish Council Matters


i)                  Agenda Management and Minutes – To discuss management of the Parish Council agendas and the style of the minutes.


ii)                Adderbury Neighbourhood Plan (ANP) – To receive an update on the ANP and formally thank Councillors Tony Gill and Colin Astley for all their work on the ANP.


iii)               Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.


Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.


iv)            ‘Oxfordshire Together’ – To discuss the County Council’s ‘Oxfordshire Together’ project.  (To follow)


v)              Transfer to Land to the Parish Council – To note the progress with the transfers of the ransom strip on Aynho Road and the land on Milton Road.


vi)            Grass Cutting – To monitor the grass cutting in the village.

11. Village Matters


i)                  Adderbury Library – To receive a report from the FOCAL representative, Councillor Patricia Leeman.


ii)               Play Area Inspections – To note the play area inspections at The Rise and the Lucy

Plackett Playing Field.


iii)               Annual Parish Meeting 2016 – To discuss the details of the APM being held on 12 April 2016.  (To follow)


iv)               Milton Road/Horn Hill Road Feasibility Study – To discuss the County Council’s Feasibility Study for traffic calming measures


v)                Street Lighting – To consider:


·       a request for an additional street light in Rochester Way; and

·       the progress with the street lights in Manor Road and Water Lane.


vi)              Drainage Issues – To discuss the drainage issues at Adderbury Cemetery.

12. Correspondence – Items of correspondence will be circulated to members.



13. Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 14 and 15 on the grounds that it could involve the likely disclosure of private and confidential information.  9.20pm


14. Land at Adderbury Court – To receive an update on the land at Adderbury Court.  9.20pm – 9.25pm


15. Staffing Committee – To discuss the appointment of a Staffing Committee to complete the Clerk’s appraisal and salary review.

The Lucy Jane Plackett Charity


15. Wooden Bollards – To discuss the repairs to the wooden bollards in the Lucy Plackett Playing Field.

16. School Fete – To discuss the request for the School PTFA to use the playing field for their annual fete on 11 June 2016, 8am to 5pm (event 12 noon to 4pm).
