Summary of Decisions – 23 June 2015

This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 23 June 2015.

PRESENT:     Councillor Diane Bratt (Chairman); Councillors Colin Astley, Tony Gill, David Griffiths, Sue Jelfs, Ann Lyons and Martin Rye.


ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), Trish Fennell, County Councillor Arash Fatemian and two members of the public.






1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.


2. Apologies for absence – Parish Councillors Patricia Leeman & Stuart Phipps, Trish Fennell and County Councillor Arash Fatemian.


3. Declarations of Interest – All Councillors in respect of being trustees of the Lucy Plackett Playing Field.


4. Expansion of Christopher Rawlins Primary School (CRPS) – The Parish Council discussed the expansion and the proposal was for the School to be increased to a one and half form entry on its’ existing site.  Full details of the discussion were in the minutes.


5. Minutes & Matters Arising –The minutes of the meeting held on 19 May 2015 were approved with one minor amendment which was detailed in the minutes.


6. Open Forum – There were no residents present at the meeting.


7. Reports from County and District Councillors – There were no reports from the District or County Councillors.






i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.


Cherwell District Council’s Conservation Officer was unhappy with the repointing work at Ivy House and would be looking into this matter.


ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.


Planning application 14/01548/F, Part OS parcel 9077 South of Old Wharf

Adjoining and North of Aynho Road, Adderbury for a proposed barn/stables had

been granted by the Planning Inspectorate.


iii)         Longford Park Primary School Admissions Policy – The policy was supported.


iv)         Footpath Diversion – The Parish Council had no objection to the diversion but would like to ensure that the public footpath which ran from A to E was clearly marked on site and there was also clear access where the route of the footpath ran between two properties.


v)          Gracewell Care Homes – A meeting would be held with Gracewell on 12 August 2015.


9. Finance


i)               Accounts for Payment – The accounts for payment were approved.


ii)              Bank Reconciliation – The bank reconciliation was noted.


iii)              Parish Council Bank Accounts – The Barclays accounts would be closed as they were no longer required by the Parish Council.


10. Parish Council Matters


i)                Parish Council Vacancies – There were no applications for co-option.


ii)               Parish Council Documents – The Standing Orders, Financial Regulations, Assets Register and Risk Register were approved.


iii)              Adderbury Neighbourhood Plan – Plan was being worked on and a consultant would be engaged if they were required at a later date.


iv)               Parish Council Web Site – Deferred to the next meeting.


v)                Parish Liaison Meeting – Deferred to the next meeting.


vi)               Benches – A new bench in Twyford was agreed in principle and the resident who had requested the memorial bench would be contacted to discuss where it could be sited.


vii)              Parish Council Surgery – Numerous items were reported and these were listed in the minutes.


11. Village Matters


i)             Adderbury Library – No report on Adderbury Library.


ii)            Play Area Inspections – At The Rise, the gate needed to be replaced.  In the Lucy Plackett Playing Field play area, the ropes needed to be repaired.


iii)           Grass Cutting – The Parish Council was pleased with the standard of the grass cutting and asked for its thanks to be passed to Nigel Plummridge who cuts the playing field & play area and Thomas Fox who cuts the village & highways areas.




Correspondence – There were no items of correspondence.


13. Public and Press – The Parish Council passed a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 14, 15 & 16 on the grounds that it could involve the likely disclosure of private and confidential information.


14. Cemetery – A number of actions were agreed, including clearing the ditches and reviewing how grave spaces were allocated.


15. Friends Meeting House – A meeting was being held with The Friends on 7 July 2015 at 2pm.


16. Member Development – A meeting would be held with Cherwell District Council in September 2015 with regard to procedures of the Parish Council and member development.

17. Pavilion in the Lucy Plackett Playing Field – Legal advice was noted.


18. Bollard in the Lucy Plackett Playing Field – A removable bollard would not be purchased to replace the concrete bollard.


19. Meeting Dates – Future meeting dates are as follows, and will commence at 7.30pm at the Church House, Adderbury, unless stated otherwise:
