Summary of Decisions – 21 July 2015

This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 21 July 2015.

PRESENT:     Councillor Diane Bratt (Chairman); Councillors Colin Astley, Tony Gill, Sue Jelfs, and Martin Rye.


ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), Trish Fennell and one members of the public.






1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.


2. Apologies for absence – Parish Councillors David Griffiths, Patricia Leeman, Stuart Phipps and Ann Lyons.


3. Declarations of Interest – All Councillors in respect of being trustees of the Lucy Plackett Playing Field.  Councillor Tony Gill in respect of Adderbury Running Club.


4. Minutes & Matters Arising –The minutes of the meeting held on 23 June 2015 were approved with one minor amendment which was detailed in the minutes.


5. Open Forum – Mr N Wood addressed the Parish Council with regard to Section 106 funds and traffic issues on Twyford Road.


6. Reports from County and District Councillors – There were no reports from County Councillor Arash Fatemian.  A report had been emailed to the Parish Council from District Councillor Nigel Randall.






i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.


The Local Plan had been approved by Cherwell District Council on 20 July 2015.


ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.


iii)         15/01048/F – Application for land west of Horn Hill Road, Adderbury for a residential development of a single dwelling with associated landscaping and land for an extension to the existing village burial ground – The Parish Council objects to the application on the following grounds:


1.          the single dwelling falls outside of the residential settlement boundary which is part of the pre-submission Adderbury Neighbourhood Plan process;

2.          the proposed land for the cemetery would need a survey before it is used as a burial site;

3.          the close proximity to a Listed Grade 2* building is of concern, although APC notes Historic England’s comments for the use of ‘high quality materials and detailing’ as conditions for permission; and

4.          if Cherwell District Council is minded to approve the application, the Parish Council would welcome the opportunity to discuss further the proposed funds for the Friends Meeting House and the other community benefits.

8. Finance


i)               Accounts for Payment – The accounts for payment were approved.


ii)              Bank Reconciliation – The bank reconciliation was noted.


iii)              FOCAL – The request for £2500 was deferred until FOCAL could demonstrate a specific need for the funds.  Their accounts showed that they had their own funds available at the present time.  However, the budget would be ring fenced for such a time when FOCAL needed it.


9. Parish Council Matters


i)                Parish Council Vacancies – There were no applications for co-option.  Advertising would continue.


ii)               Adderbury Neighbourhood Plan – Plan was being worked on and it was hoped it would be ready for approval by the Parish Council in September 2015.


iii)               Parish Council Web Site – Deferred to the next meeting.  All the email addresses which were first would be deleted as the email forwarding function no longer appeared to be working.


iv)               Parish Liaison Meeting – The meeting had been held on 10 June 2015 at Cherwell District Council and the Parish Council would be following up on a Safeguarding Policy.  The only other main item to be discussed was the Local Plan.


v)                Benches – The resident who had requested the memorial bench in Twyford had been contacted and the Clerk was waiting to hear from him about a suggested location.  Councillors would look at other benches in the village which needed replacing or maintaining and discuss them at the next meeting.


vi)               Parish Council Surgery – No issues had been raised at the last surgery.


10. Village Matters


i)             Adderbury Library – No report on Adderbury Library.


ii)            Play Area Inspections – No report on the play areas.


Councillor Sue Jelfs would take the lead on modernising the play equipment in the village and bringing forward proposals to the Parish Council.


iii)           Street Lighting – Barbara Talbot would be asked to speak to her neighbours about a possible new light in Manor Road.


iv)          Traffic Issues.  The following issues would be forwarded to the County Council:


  • Amended sequence at the traffic lights at the junction of the A4260 and Aynho Road as the current sequence held the traffic up too long and Twyford was being used as a ‘rat-run’;
  • A drop kerb at the entrance to the Lakes;
  • A stop sign at the junction of Milton Road onto Horn Hill Road; and
  • Ask for suggested traffic calming measures from Horn Hill Road through the village, including looking again at a pinch point.


Cherwell District Council would be asked to provide a cul-de-sac sign for Lake Walk.




Correspondence – There were no items of correspondence.


12. Public and Press – The Parish Council passed a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 13 & 14 on the grounds that it could involve the likely disclosure of private and confidential information.


13. Cemetery – A number of actions were agreed at the last meeting, including clearing the ditches and reviewing how grave spaces were allocated and these were still being followed up.


14. Friends Meeting House – A meeting was held with The Friends on 7 July 2015 at 2pm.  It had been a good meeting and another would follow in October 2015.

15. Running Club – Adderbury Running Club was given permission for its event on Sunday 10 July 2016.


16. Playing Field – Councillor Sue Jelfs would liaise with James Collier, Chairman at Adderbury Park Football Club about the works to the field.


17. Meeting Dates – Future meeting dates are as follows, and will commence at 7.30pm at the Church House, Adderbury, unless stated otherwise:
