Adderbury Parish Council Summary of Decisions 17 January 2017

This is a summary of the decisions and not the formal minutes of the meeting of Adderbury Parish Council held on 17 January 2017.

PRESENT:     Chairman Councillor Diane Bratt; Councillors Ian Asbury, Colin Astley, Penny Clarke, Steven Cox, Tony Gill, David Griffiths, Sue Jelfs, Ann Lyons, Martin Rye and

 

ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), County Councillor Arash Fatemian and ten members of the public.

 

 

SUMMARY OF DECISIONS

 

 

1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings. It was noted that Councillor Tony Gill would be recording the meeting as an individual resident. His recording was not on behalf of the Parish Council.

 

2. Apologies for absence – Parish Councillor Chris Shallis, Trish Fennell and District Councillor Andrew McHugh.

 

3. Declarations of Interest – All Councillors as Trustees of the Lucy Plackett Playing Field.  Other interests would be detailed in the minutes.

 

4. Minutes & Matters Arising –The minutes of the meetings held on 6 December 2016 were approved.

 

5. Open Forum – A resident asked for a footpath from Adderbury Fields to St Mary’s Road, a new crossing on Milton Road and that two footpaths which run through the Adderbury Fields development, not to be opened.

 

6. Reports from County and District Councillors – No reports at the meeting.  Prior to the meeting, County Councillor Arash Fatemian had circulated a report.

 

7. Grievance – The Member/Officer Protocol drafted by Councillor Ian Asbury, would be considered by the Parish Council at the next meeting.

 

8. Play Equipment – Proludic would be asked to produce formal plans for their proposals, including a quote and Cherwell District Council would be asked to confirm the amount of Section 106 funds available for the project.

Planning

 

i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.

 

ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.

 

iii)         Cherwell District Council, Consultation Documents – The Parish Council’s comments on the Cherwell Local Plan 2011 – 2031 (Part 1) Partial Review – Oxford’s Unmet Housing Need, Draft Developer Contributions Supplementary Planning Document (SPD) & Community Infrastructure Levy (CIL) Draft Charging Schedule were noted.

 

10. Finance

 

i)               Accounts for Payment – The accounts for payment were approved.

 

ii)              Bank Reconciliation – The bank reconciliation was noted and funds would be moved to ensure that no more than £75,000 was in any one bank.

 

iii)               Precept, New Homes Bonus and Support Grant 2017/2018 – The report was noted and the New Homes Bonus would be discussed at the next meeting.

 

iv)               Budget and Precept 2017/2018 – The budget was approved and the precept for 2017/2018 was set at £43,286.

 

v)               Internal Audit 2015/2016 – The review of the effectiveness of the internal audit was approved.

 

vi)              Burial Fees for 2017/2018 – The fees were increased by 5% from April 2017.

 

11. Parish Council Matters

 

i)                  By-Election – It was noted that a Parish Council by-election was being held in Adderbury on Thursday 26 January 2017 and there were two candidates.  Polling hours were from 7am to 10pm and the Methodist Hall is the polling station.

 

ii)                Parish Council Documents – The Risk Register for 2017/2018 was approved, with the inclusion of safe guarding children and vulnerable adults.  The Assets Register for 2016/2017 was approved,

 

iii)              Adderbury Neighbourhood Plan – The progress report was noted.

 

iv)              Parish Council Surgeries – No residents attended the last Surgery.

 

v)                       Health and Safety – There were no health and safety issues at:

 

·            The Rise play area;

·            the Lucy Plackett Playing Field/play area; and

·            Adderbury Lakes.

 

vi)              Allotments – The request for a shed at plot 7 was approved.

 

 

vii)             Tree Survey – The report was noted.  Mr Andrew Barnes was thanked for his report and the work he had undertaken.

 

 
12. Village Matters

 

i)               Adderbury Library – The report from FOCAL was noted.

 

ii)               Village Spring Clean 2017 – The spring clean would be held between 3 and 20 March 2017 and Councillor David Griffiths would make the necessary arrangements.

 

iii)             Traffic Calming Working Group – A number of recommendations were agreed and would be listed in the minutes.

 

iv)             Land on Milton Road – A possible pre-historic henge site had been located on the Nicholas King development land on Milton Road.  The report was noted and Cherwell District Council would be advised that the Parish Council would wish to consider street naming for this site to recognise the find.

Correspondence – No further correspondence.

 

 
14. Public and Press – The press and public were excluded.

 

 
15. Code of Conduct Complaints – Progress was noted.

 

 
16. Community Land on Nicholas King Site, North of Milton Road – Options available to the Parish Council would be investigated.

 

 
17. Removal of Ivy at the Allotments – The quote was accepted from Alex Watson from Cotefield Treecare

 

 
18. Lakes Maintenance Contract 2017-2018 – The quote was accepted from Design Grow.
