|1.||Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings.

|3.||Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.
Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

iii) Cherwell District Council, Consultation Documents – To note the Parish Council’s comments on the Cherwell Local Plan 2011 – 2031 (Part 1) Partial Review – Oxford’s Unmet Housing Need, Draft Developer Contributions Supplementary Planning Document (SPD) & Community Infrastructure Levy (CIL) Draft Charging Schedule. ii) Bank Reconciliation – To note the bank reconciliation. (To follow)
iii) Precept, New Homes Bonus and Support Grant 2017/2018 – To note that:
· the Government will not be capping the precepts for Town and Parish Councils in 2017/2018;
· the Support Grant to the Parish Council will be £1489.83; and
· the New Homes Bonus allocation to the Parish Council will be £4730.00 and agree how it should be allocated.
iv) Budget and Precept 2017/2018 – To agree the budget and precept for 2017/2018. (To follow)
v) Internal Audit 2015/2016 – To review effectiveness of the Internal Audit for 2015/2016. (To follow)
vi) Burial Fees for 2017/2018 – To agree the burial fees for 2017/2018. (To follow)

|11.||Parish Council Matters
i) By-Election – To note that a Parish Council by-election is being held in Adderbury on Thursday 26 January 2017 and there are two candidates. Polling hours are from 7am to 10pm and the Methodist Hall is the polling station.
ii) Parish Council Documents – To approve the Risk Register and Asset Register for 2016/2017. (To follow)
iii) Adderbury Neighbourhood Plan – To receive a report on the progress of the Adderbury Neighbourhood Plan, including the pre-submission consultation, which is currently underway.
iv) Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.
Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.
v) Health and Safety – To receive a report on:
· the play area inspection at The Rise from Councillor David Griffiths;
· the play area inspection at the Lucy Plackett Playing Field from Councillor Ann Lyons; and
· Adderbury Lakes from Councillor Diane Bratt.
vi) Allotments – To consider the two requests for sheds at plots 7 and 8 at the Walled Garden Allotments.
vii) Tree Survey – To receive an update on the works which have been completed, as part of the tree survey.

i) Adderbury Library – To receive a report from the FOCAL representative, Councillor Ann Lyons. (To follow)
ii) Spring Clean 2017 – To discuss a village spring clean. (To follow)
iii) Traffic Calming Working Group – To receive a report from the meeting held on 9 January 2017 which includes traffic issues on Twyford Road, Horn Hill Road and Manor Road.
iv) Land on Milton Road – To note the possible discovery of a pre-historic henge site on Parish Council owned land, north of Milton Road.

|14.||Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 15, 16, 17 & 18 on the grounds that it could involve the likely disclosure of private and confidential information. 8.55pm
|15.||Code of Conduct Complaints – To note the progress which has been made with the external company who will be providing the mediation service.
