Summary of Decisions – 19 January 2016

This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 19 January 2016

PRESENT:     Councillor Diane Bratt (Chairman); Councillors Colin Astley, Tony Gill, David Griffiths, Sue Jelfs, Patricia Leeman, Ann Lyons, Stuart Phipps, Martin Rye and Chris Shallis.

 

ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), County Councillor Arash Fatemian and five members of the public.

 

SUMMARY OF DECISIONS

 

 

1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.

 

2. Apologies for absence – Parish Councillor Diane Danton, District Councillor Nigel Randall and Trish Fennell.

 

3. Declarations of Interest – Declarations of interest would be detailed in the minutes.
4. Minutes & Matters Arising –The minutes of the meeting held on 24 November 2015 and 1 December 2015 were approved with amendments, which were detailed in the minutes.

 

5. Village Networks – Nick King gave an informative presentation of the work Village Networks.  More details were available in the minutes.

 

6. Open Forum – The Parish Council was addressed with regard to the condition of Twyford Wharf Bridge (No 177) and a residents’ concerns relating to it.

 

7. Reports from County and District Councillors – District Councillor Nigel Randall had circulated a brief report prior to the meeting.  There was no report from County Councillor Arash Fatemian.

Planning

 

i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.

 

ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.

 

iii)         Consultation on Proposed Changes to National Planning Policy – Any comments from

Councillors on the consultation would be forwarded to the Clerk.

 

iv)         15/01540/F – St Georges Catholic Church, Round Close Road, Adderbury – Proposal to demolish the existing chapel and erect of 4 no. dwellings – The Parish Council would be objecting to the application on a number of grounds including over development of the site, materials, parking, loss of privacy for the neighbours, the effect on the water course and a request for a Flood Risk Assessment.

 

9. Finance

 

i)               Accounts for Payment – The accounts for payment were approved.

 

ii)              Bank Reconciliation – The bank reconciliation was noted.

 

iii)               New Homes Bonus 2016/2017 – Councillors would make suggestions at the next meeting on how the New Homes Bonus allocation of £7100 should be spent.  The allocation of £7100 for 2015/2016 would be spent as follows:

 

·            Repairs to the wall at The Pound (£1000)

·            Friends Meeting House (£2550)

·            Ice House at Adderbury Lakes (£2550)

·            Biodiversity project in the village (£1000)

 

iv)               Gracewell Donation to Adderbury – It was agreed that the £15,000 funds should be spent as follows:

 

·            £5000 – Improved access for disabled at Adderbury Lakes LNR (removing steps within Lakes area and a dropped curb at entrance for wheelchair users)

 

·            £1000 – Extra seats in village

 

·            £2000 – Support for Adderbury library (Running Costs)

 

·            £2000 – Starting fund for a biodiversity project in the village (probably a wild flower area but to be agreed by the Parish Council)

 

·            £5000 – Towards adult outdoor gym equipment

 

v)               Budget and Precept for 2016/2017 – The budget was agreed and the precept figure for 2016/2017 was set at £40,825 (which was an overall increase of £52.00 on last year’s precept).

 

vi)               External Audit Arrangements – The Small Authorities’ Audit Appointments Ltd was authorised to appoint an external auditor for the Parish Council.

 

vii)              Street light Colin Butler Green – Councillor David Griffiths would be contacting residents living around the area of the possible new light, for their views on the installation, before it was progressed.  A quote had already been received from Alan Cockbill at Oxfordshire County Council.

 

viii)           Notice Board – A notice board would be purchased from Arien Signs and Dave Chandler would be asked to install in at The Rise.  Permission had already been obtained from Cherwell District Council to install the board in their land.

 

ix)               Drainage Issues – Gordon Kelman, part of the County Council’s Drainage Team, had been asked for an update on the progress with the drainage issues at Adderbury Cemetery, but it was yet to be received.

 

10. Parish Council Matters

 

i)                Adderbury Neighbourhood Plan – Neil Homer was appointed as the consultant to progress the Plan and Colin Astley and Tony Gill stepped down from the ANP/SAR Groups.

 

ii)               Parish Council Surgeries – A number of issues had been raised at the last surgery and these would be detailed in the minutes.

 

Surgeries were held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.

 

iii)              Parish Council Web Site –.This was deferred to the next meeting.

 

11. Village Matters

 

i)                  Adderbury Library – Councillor Patricia Leeman would take over from Councillor Stuart Phipps as the Parish Council representative on FOCAL.

 

ii)                Play Area Inspections – Both play areas were fine, however a post in the perimeter fence at The Rise had come loose and needed to be repaired.

 

iii)             Twyford Road – Councillor Colin Astley had been liaising with various local authorities and a survey would be conducted to establish which residents were affected by the noise from traffic during the day and night.

 

iv)            Fish and Chip Van – The Parish Council welcomed the idea of a fish and chip van coming to Adderbury and suggested that the days and times should be advertised in Contact.  The owner should also be reminded that there were by-laws preventing the sale of food around The Green.

 

v)              Katharine House Hospice – This was deferred to the next meeting.

Correspondence – There were no further items of correspondence.

 

13. Public and Press – The public and the press were excluded for the following item only.

 

14. Land at Adderbury Court – This was deferred to the next meeting.

15. Play Equipment – A meeting had been held with Playdale and more details would be presented at the next meeting.
