This is a summary of the decisions and not the formal minutes of the meeting of Adderbury Parish Council held on 28 February 2017.

PRESENT: Chairman Councillor Diane Bratt; Councillors Ian Asbury, Colin Astley, Penny Clarke, Steven Cox, Tony Gill, Ann Lyons, Keith Mitchell, Martin Rye and Chris Shallis.
ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), County Councillor Arash Fatemian, District Councillor Chris Heath, Sam Brown Chair of the ANP Steering Group, Ian Jones from South Central Ambulance Service NHS Foundation and three members of the public.
SUMMARY OF DECISIONS
|1.||Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings. It was noted that Councillor Tony Gill would be recording the meeting as an individual resident. His recording was not on behalf of the Parish Council.
|2.||Apologies for absence – Parish Councillor David Griffiths and Sue Jelfs, District Councillor Andrew McHugh and Trish Fennell.
|3.||Defibrillators – A presentation from Ian Jones, Paramedic/Community Defibrillation Officer, South Central Ambulance Service NHS Foundation Trust was received with regard to community defibrillators.
|4.||Declarations of Interest – All Councillors as Trustees of the Lucy Plackett Playing Field. Other interests would be detailed in the minutes.
|5.||Minutes & Matters Arising –The minutes of the meetings held on 17 January 2017 were approved.
|Open Forum – A resident queried the consultation process with regard to the proposed use of the Parish Council’s land on Milton Road.
|7.||Reports from County and District Councillors – County Councillor Arash Fatemian circulated a report at the meeting. District Councillor Chris Heath reported on her support for a defibrillator in the village and also an email from Councillor Barry Wood, Cherwell District Councillor, with regard to the proposals of a Unitary Authority in Oxfordshire.
|8.||Grievance – The protocol would be amended and confirmed after the review being carried out by Hoey Ainscough had been completed.
|9.||Play Equipment – Three quotes would be submitted to the next meeting of the Parish Council.
i) Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.
ii) Results of Planning Applications – The results of planning applications
determined by Cherwell District Council’s Planning Committee were noted.
iii) Milton Road North, Adderbury – Nicholas King Development – Comments submitted by the Clerk to Cherwell District Council with regard to Parish Council’s concern about the materials being used on this site were noted.
i) Accounts for Payment – The accounts for payment were approved.
ii) Bank Reconciliation – The bank reconciliation was noted.
iii) Section 106 Funds – The report was noted.
iv) Parish Council Grants Working Party – Further details on changes to the process and the application form would be submitted to the next meeting.
v) New Homes Bonus 2017/2018 – The New Homes Bonus was allocated to the Ice House, Friends Meeting House and the play equipment project.
|12.||Parish Council Matters
i) Adderbury Neighbourhood Plan – The progress report given by ANP Chairman, Sam Brown, was noted.
ii) Parish Council Surgeries – Two residents attended the last Surgery and reported that construction vehicles from the Barwood Homes site on Banbury Road were parking in the bus lay-by next to the site This had already been reported to Barwood Homes and they had assured the Parish Council, that this would not continue.
iii) Health and Safety – There were no health and safety issues at:
· The Rise play area;
· the Lucy Plackett Playing Field/play area; and
· Adderbury Lakes.
iv) Polytunnels at the Walled Garden Allotment – The request for a polytunnel at plot 8 was approved. The request for a polytunnel at plot 7 was refused because it was too big, however if the tenant agreed to a smaller polytunnel at 2.5m x 2.0m x 2m, then permission was granted.
v) LAP and LEAP, Adderbury Fields – The request from Cherwell District Council to take responsibility for the LAPs and LEAP on the Adderbury Fields development was deferred for further information.
vi) Meeting Dates – The Parish Council meeting in April 2017 would be held on 27 April 2017 and the Annual Parish Meeting would now be held on Tuesday 4 April 2017.
i) Adderbury Library – The report from FOCAL was noted.
ii) Footpaths and Rights of Way, Adderbury – The report was noted.
iii) Oxfordshire’s Health and Care Services – The Big Consultation, Phase 1 – Councillors would submit comments on the consultation on an individual basis. The deadline was 9 April 2017.
iv) Recycling Bins – It was agreed that the recycling bins in the lay-by on Banbury Road should not be removed, but Cherwell District Council would be asked to clear the remaining rubbish and debris.
v) High Sheriffs Award – The nomination process be more widely advertised in the village so that individuals can make their own nominations.
|Correspondence – No further correspondence.
|15.||Public and Press – The press and public were excluded.
|16.||Community Land on Nicholas King Site, North of Milton Road – The Chairman and Vice-Chairman were authorised to continue discussions with Nicholas King.
|17.||Barwood Homes – The Chairman was authorised to continue discussions with Barwood Homes

|18.||Summer Fete – The request for the fete to be held in the playing field on Saturday 10 June 2017 was approved.
