Summary of Decisions – 23 February 2016

 

This is a summary of the decisions and not the formal minutes of the Adderbury Parish Council meeting held on 23 February 2016

PRESENT:     Councillor Diane Bratt (Chairman); Councillors Colin Astley, Tony Gill, Sue Jelfs, Patricia Leeman, Ann Lyons, Stuart Phipps and Chris Shallis.

 

ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer), Trish Fennell, County Councillor Arash Fatemian, District Councillor Nigel Randall and four members of the public.

 

SUMMARY OF DECISIONS

 

 

1. Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.

 

2. Apologies for absence – Parish Councillors David Griffiths, Diane Danton and Martin Rye.

 

3. Declarations of Interest and Advice from Kevin Lane, Monitoring Officer at Cherwell District Council – Declarations of interest and legal advice would be detailed in the minutes.

 

4. Minutes & Matters Arising –The minutes of the meeting held on 19 January 2016 were approved with amendments, which were detailed in the minutes.

 

5. Open Forum – Nigel Wood addressed the Parish Council.  Andrew Barnes addressed the Parish Council on the Terms of Reference for the Adderbury Neighbourhood Plan Steering Group.

 

6. Reports from County and District Councillors – Councillor Arash Fatemian reported on the County Council budget.  Councillor Nigel Randall reported on the Cherwell District Council budget

Planning

 

i)                  Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.

 

ii)          Results of Planning Applications – The results of planning applications

determined by Cherwell District Council’s Planning Committee were noted.

 

iii)         15/02359/OUT – Rosconn Group Ltd – The Parish Council objected to this application.

 

8. Finance

 

i)               Accounts for Payment – The accounts for payment were approved.

 

ii)              Bank Reconciliation – The bank reconciliation was noted.

 

iii)               Friends Meeting House – It would be discussed at the next meeting on how maintenance work at the FMH would be progressed.

 

iv)               New Homes Bonus 2016/2017 – £400 for www.adderbury.org and £6700 for the play equipment project, subject to approval by Cherwell District Council.

 

9. Parish Council Matters

 

i)                Adderbury Neighbourhood Plan – Sam Brown was appointed as the Chairman of the Steering Group.  The terms of reference and the membership of the Steering Group were approved.  The notes of the meeting held on 11 February 2016 were noted.

 

ii)                Parish Council Surgeries – Bollards for outside the Old Vicarage in Church Lane had been requested and a meeting with the County Council had subsequently been held.

 

Surgeries were held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.

 

iii)              Parish Council Web Site –.The site was still under construction and Councillor Stuart Phipps was thanked for his work.

 

iv)            Cherwell District Council – Consultation Documents – The Parish Councillors would email their comments on the following consultation documents to the Clerk, to be forwarded to Cherwell District Council:

 

·               Community Infrastructure Levy (CIL)

·               Partial Review of Cherwell Local Plan Part 1

·               Cherwell Local Plan Part 2

·               Draft Statement of Community Involvement

 

10. Village Matters

 

i)                  Adderbury Library – Councillor Patricia Leeman gave an update and advised that FOCAL was very pleased with the £2000 which the Parish Council had secured for the library, from the Gracewell Care Homes development on Banbury Road.

 

ii)                Play Area Inspections – Both play areas were fine.

 

iii)              Day of Dance – The event was being held on 23 April 2016 and David Griffiths would be the Parish Council contact for the road closure. The Clerk would write to local businesses to advise them about the event and the road closure.

 

iv)            Katharine House Hospice – Councillor Colin Astley would contact Katharine House Hospice about their request for a grant.

 

v)              VAS on Horn Hill Road – The VAS would not be relocated.

 

vi)             Dog Close/Round Close Road – The parking issues would be reported to the village PCSO and Peter Egawhery at Oxfordshire County Council.

 

vii)            Bollards in Church Lane – The County Council would advise on costs for bollards in Church Lane, Adderbury.  The state of the footpath in Kemps Road would be monitored by the County Council.  The damage caused to the grass verge at the end of Deene Close would be investigated by the County Council.

 

viii)           Street Lighting – No street light would be installed between the Parish Institute and Squires Hairdressers.  The additional street light in Manor Road and by the Pump House garage would be discussed at the next meeting when residents near to the Pump House garage had been consulted.

 

ix)            Adderbury Cemetery and Horn Hill Road Drainage Issues – There was no update.

Correspondence – There were no further items of correspondence.

 

12. Public and Press – The public and the press were excluded for the following item only.

 

13. Land at Adderbury Court – Suggestions on future use of the area would be progressed.

14. Play Equipment – Councillor Sue Jelfs gave an update and the Parish Council was happy with the progress of the project and the direction it was taking.
