1. Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings.

3. Declarations of Interest and Advice from Kevin Lane, Monitoring Officer at Cherwell District Council

 

i)      Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting; and

 

ii)     the advice from Kevin Lane with regard to interests be noted.

4. Minutes – To approve the minutes of the meeting held on 19 January 2016 discuss any matters arising from those minutes.  (Attached)

Planning

 

i)                  Planning Applications – To note the planning applications considered by the Parish Council since the last meeting.  (To follow)

 

ii)          Results of Planning Applications – To note the results of planning applications

determined by Cherwell District Council’s Planning Committee. (To follow)

 

iii)         15/02359/OUT – Rosconn Group Ltd – To consider an application for residential development of up to 50 No. dwellings, access, infrastructure, public open space and means of access from Milton road to be determined with all other matters reserved for subsequent approval at land west of OS parcel 4100 adjoining and south of Milton Road, Adderbury

8. Finance

 

i)                 Approval of Accounts for Payment – To approve the accounts for payment.  (To follow)

 

ii)               Bank Reconciliation – To note the bank reconciliation. (To follow)

 

iii)              Friends Meeting House – To discuss work to be carried out using the grant from Oxfordshire Historic Chapels Trust and other funds that the Parish Council has allocated.

 

iv)              New Homes Bonus – To agree how the New Homes Bonus for 2016/2107 should be allocated.

9. Parish Council Matters

 

i)                  Adderbury Neighbourhood Plan (ANP):

 

a)          to appoint Sam Brown as the Chair of the Steering Group;

b)          to confirm the membership of the Steering Group;

c)          to confirm the Terms of Reference for the Steering Group and

d)          to report on the meeting held on Thursday 11 February 2016 with Neil Homer and any further actions following that meeting.

 

ii)                Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.

 

Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.

 

iii)               Parish Council Web Site – To approve the new Parish Council web site.

 

iv)         Cherwell District Council – Consultation Documents – To make comments on the following consolation documents:

 

·            Community Infrastructure Levy (CIL)

·            Partial Review of Cherwell Local Plan Part 1

·            Cherwell Local Plan Part 2

·            Draft Statement of Community Involvement

10. Village Matters

 

i)                  Adderbury Library – To receive a report from the FOCAL representative, Councillor Patricia Leeman

 

ii)               Day of Dance – To discuss the arrangements for the 2016 event.

 

iii)              Play Area Inspections – To note the play area inspections at The Rise and the Lucy

Plackett Playing Field.

 

iv)               Katharine House Hospice – To discuss the request from Katharine House Hospice to make a presentation to the Parish Council and apply for grant funding.

 

v)                VAS on Horn Hill Road – To discuss whether the VAS on Horn Hill Road should be relocated.

 

vi)               Dog Close/Round Close Road – To discuss the parking issues at the top of Dog Close/Round Close Road.

 

vii)              Bollards in Church Lane – To discuss a request for bollards in Church Lane.

 

viii)            Street Lighting – To discuss the requests for additional, or repositioning of, street lighting near to the Pump House Garage and the additional street lamp in Manor Road and also between the Parish Institute and Squires Hairdressers.

 

ix)               Adderbury Cemetery – To receive an update on the drainage issues at the cemetery.

Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered 13 on the grounds that it could involve the likely disclosure of private and confidential information.  9.20pm

 

14. Land at Adderbury Court – To discuss how the land at Adderbury Court could be utilised.
