This is a summary of the decisions and not the formal minutes of the meeting of Adderbury Parish Council held on 6 December 2016.

PRESENT: Chairman Councillor Diane Bratt; Councillors Ian Asbury, Colin Astley, Steven Cox, Tony Gill, David Griffiths, Sue Jelfs, Ann Lyons, Martin Rye and Chris Shallis.
ALSO IN ATTENDANCE: Theresa Goss (Clerk and Responsible Financial Officer) Trish Fennell, District Councillor Christine Heath and six members of the public.
SUMMARY OF DECISIONS
|1.||Welcome – The Chairman welcomed everyone to the meeting and advised on the procedure for the recording of meetings.
|2.||Apologies for absence – Parish Councillor Penny Clarke, District Councillor Andrew McHugh and County Councillor Arash Fatemian.
|3.||Declarations of Interest – All Councillors as Trustees of the Lucy Plackett Playing Field. Other interests would be detailed in the minutes.
|4.||Minutes & Matters Arising –The minutes of the meetings held on 25 October 2016 were approved.
|5.||Open Forum – Mr A Smith addressed the Parish Council on his planning application 16/02313/F.
|6.||Reports from County and District Councillors – No reports at the meeting. District Councillor Andrew McHugh and County Councillor Arash Fatemian submitted reports via email prior to the meeting.
|7.||Play Equipment – Progress with the project was noted. Councillors Ian Asbury, Martin Rye and Ann Lyons to make up a working group with Councillor Jelfs to bring forward proposals to the Parish Council.
|8.||Grievance – The sanctions imposed against Councillor Tony Gill were noted. The report from Councillors Chris Shallis and Ian Asbury on how they intended to proceed with the recommendations of the Appeal Panel would be submitted to the January meeting of the Paris Council.
i) Planning Applications – The planning applications considered by the Parish Council since the last meeting were noted.
ii) Results of Planning Applications – The results of planning applications
determined by Cherwell District Council’s Planning Committee were noted.
iii) 16/02313/F – Land To Rear Of Southbank Horn Hill Road Adderbury – Alteration to existing access and erection of 9 No dwellings; new public footpath access to proposed adjacent sports fields – The Parish Council would be objecting to the application.
iv) Planning Appeal, Land West of Horn Hill Road, Adderbury – Appeal against refusal of the planning application for a residential development of a single dwelling with associated landscaping and land for an extension to the existing village burial ground – Resubmission of 15/01048/F – The Parish Council did not support the application and would send additional representations to the Planning Inspector.
i) Accounts for Payment – The accounts for payment were approved.
ii) Bank Reconciliation – The bank reconciliation was noted.
iii) Butterfly Meadow Children’s Centre – £1000 was donated to Butterfly Meadow Children’s Centre for 2017/2018.
iv) Allotment Rent for 2017/2018 – The rent was approved as £26.00 for 2017/2018.
v) Internal Audit 2015/2016 – The effectiveness of the internal audit was deferred to the Parish Council in January 2017.
|11.||Parish Council Matters
i) Parish Council Documents – The Risk Register and Assets Register for 2016/2017 were deferred to the January 2017 meeting of the Parish Council.
ii) Adderbury Neighbourhood Plan – The progress report was noted.
iii) Parish Council Surgeries – No residents attended the Surgery on 3 December 2016.
iv) Health and Safety – There were no health and safety issues at:
· The Rise play area;
· the Lucy Plackett Playing Field/play area; and
· Adderbury Lakes.
i) Adderbury Library – The report from FOCAL was noted.
ii) Defibrillator – Councillor Chris Shallis would contact James Clarke, Managing Director of Hook Norton Breweries, with regard to defibrillators being located in pubs and report back to the Parish Council. Consequent to this decision, Councillors agreed the telephone box at the Green would not be needed and could be removed by BT.
iii) Land on Milton Road – It was agreed to have an initial work to tidy the land on Milton Road and also to obtain more information from potential user groups.
iv) Litter Bin Outside of the School – The request for a new litter bin outside of the pupil entrance to the school was approved.
v) Traffic Issues – The report on the Twyford Road traffic issues was noted and a letter would be sent to residents of Manor Road with regard to the issues in that area. A meeting of the Traffic Calming Working Group to discuss all other traffic issues in the village, including those in Twyford and Oxford Road raised at the Parish Council Surgery, would be convened shortly.
|Correspondence – A letter from Mr John Glover was noted and a response would be sent by the Chairman.
|14.||Public and Press – The press and public were excluded.
|15.||Code of Conduct Complaints – The mediation would be progressed with Hoey Ainscough with the assistance of Cherwell District Council.
|16.||Grass Cutting Contract 2017/2017 – The grass cutting contract for the village/highways areas was awarded to Thomas Fox Landscaping. The gang mowing at the Lucy Plackett Playing Field was awarded to Green Scythe Ltd. The maintenance of the cemetery and allotments was awarded to Rascal Horticultural Services.
|17.||High Sherriff’s Award – Two nominations be submitted for the High Sheriff’s Award.

|Repairs to the Play Equipment at the Lucy Plackett Play Area – All the ropes would be refurbished and the quote from Playdale was accepted.
