Adderbury Parish Council Agenda 25 April 2017



1. Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings.



2. Apologies for absence – To receive any apologies for absence from the meeting.



3. Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.


Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

4. Minutes – To consider the minutes of the meeting held on 28 March 2017 and any matters arising from those minutes.

5. Open Forum – Members of the public are invited to raise any items which concern the Parish.   (10 minutes maximum/3 minutes per person)

6. Reports from County and District Councillors – To receive reports from the Adderbury County Councillor and District Councillors.

i)                  Planning Applications – To note the planning applications considered by the Parish Council since the last meeting.  (To follow)


ii)          Results of Planning Applications – To note the results of planning applications

determined by Cherwell District Council’s Planning Committee. (To follow)


iii)         17/00588/F – Land West of Horn Hill Road, Adderbury – To discuss the application for a residential development of a single dwelling with associated landscaping and additional community land associated with the Friends Meeting House.

8. Finance


i)               Approval of Accounts for Payment – To approve the accounts for payment.  (To follow)


ii)              Bank Reconciliation – To note the bank reconciliation. (To follow)


iii)             Members’ Allowances 2017/2018 – To agree the Members’ Allowance for 2017/2018.


iv)             New Homes Bonus 2017/2018 – To allocate the remainder of the New Homes Bonus for 2017/2018.

9. Parish Council Matters


i)                  Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.


Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.


ii)                        Health and Safety – To receive a report on:


·            the play area inspection at The Rise from Councillor David Griffiths;

·            the play area inspection at the Lucy Plackett Playing Field from Councillor Ann Lyons; and

·            Adderbury Lakes from Councillor Diane Bratt


iii)               Reports to the Parish Council – To approve a template for reports to the Parish Council.  (To follow)


iv)              Dignity at Work Policy – To approve the Dignity at Work Policy.  (To follow)


v)             Recording of Meetings – To consider whether the Parish Council should record the Parish

Council Meetings.


vi)        Unitary Authority Proposal – To consider sending a response to the Secretary of State for Communities and Local Government with regard to the proposal for a unitary authority in Oxfordshire.

10. Village Matters


i)                  Milton Road North Land – To note the legal advice from Cherwell District Council relating to the Section 106 agreement and the Land Transfer document.  (To follow)


ii)                 Adderbury Library – To receive an update from FOCAL.  (To follow)


iii)                LAP and LEAP, Adderbury Fields – To discuss a request from Cherwell District Council to take responsibility for the LAPs and LEAP on the Adderbury Fields development.


iv)               Community Land, Nicholas King Homes – To receive an update on the community land on the Nicholas King site, north Milton Road.


v)                Traffic Calming Measures in Adderbury – To note the minutes of the meeting with Oxfordshire County Council on 21 February 2017.  (To follow)

11. Correspondence – Items of correspondence will be circulated to members.



12. Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered 13 on the grounds that it could involve the likely disclosure of private and confidential information.  8.50pm
