1. Welcome – The Chairman to welcome members of the public to the meeting and advise on the procedure for the recording of meetings.



2. Apologies for absence – To receive any apologies for absence from the meeting.



3. Gracewell Care Homes – To have a discussion with Jeanne Vella-Eyre, Gracewell Care Home Manager about how the community and the Care Home could potentially work together.

4. Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.


Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

5. Minutes – To consider the minutes of the meeting held on 28 February 2017 2017 and any matters arising from those minutes.

7. Reports from County and District Councillors – To receive reports from the Adderbury County Councillor and District Councillors.

8. Adderbury Neighbourhood Plan – To approve the Adderbury Neighbourhood Plan for submission to Cherwell District Council.

9. Play Equipment Project – To note a report from the play equipment project working group.

i)                  Planning Applications – To note the planning applications considered by the Parish Council since the last meeting.  (To follow)


ii)          Results of Planning Applications – To note the results of planning applications

determined by Cherwell District Council’s Planning Committee. (To follow)


iii)         17/00457/OUT – Leonard Cheshire Disability, Land Adjoining Summers Close Adderbury for OUTLINE – To discuss and make comments on the application for a proposed residential development for up to five dwellings.

11. Finance


i)               Approval of Accounts for Payment – To approve the accounts for payment.  (To follow)


ii)              Bank Reconciliation – To note the bank reconciliation. (To follow)


iii)             Parish Council Grants – To receive a report from the Parish Council Grants Working Group.  (To follow)


iv)             Section 106 Funds for Adderbury Library – To receive a report on the meeting held on 14 March 2017 with Oxfordshire County Council.  (To follow)

12. Parish Council Matters


i)                 Staffing Committee – To note the minutes and decisions of the meeting held on 9 March 2017.


ii)                 Parish Council Surgeries – To receive a report on the issues reported at the last Parish Council Surgery.


Surgeries are held on the first Saturday on the month at the Church House, Adderbury, from 11am to 12 noon.




iii)                       Health and Safety – To receive a report on:


·            the play area inspection at The Rise from Councillor David Griffiths;

·            the play area inspection at the Lucy Plackett Playing Field from Councillor Ann Lyons; and

·            Adderbury Lakes from Councillor Diane Bratt


iv)              Welcome Pack – To discuss producing a welcome pack for new residents, detailing where everything is in the village and providing information on services.


v)               Timms Cart – To consider an offer by the contractor on the North Milton Site to hand the Timms cart to the Parish Council.


vi)              Burial Ground – To discuss carrying out tests on the existing burial ground on Horn Hill Road to determine the ground water levels and its effect on the Parish Council’s future burial policy.

13. Village Matters


i)                  Land North of Milton Road – To discuss the consultation process with the village about the future use of the land, considering the restrictive covenant which states that the land must be used for ‘sports pitches and a community facility’.


ii)                 Land to the Rear of Adderbury Court – To receive a report on the meeting with the Head Teacher of Christopher Rawlins Primary School, discuss a proposal for pupils at Christopher Rawlins Primary School to use this land for their ‘Forest Schools’ projects and receive a report on the discussions with Barwood Homes.


iii)               Adderbury Library – To receive a report from the FOCAL representative, Councillor Ann Lyons.  (To follow)


iv)              Defibrillator – To discuss purchasing a defibrillator for the village.


v)               Day of Dance – To discuss the arrangement for the event on Saturday 22 April 2017.


vi)               Parking in Keytes Close and Adderbury Court – To discuss the parking issues in Keytes Close and Adderbury Court which arise during drop-off and collection times at the Primary School.

14. Correspondence – Items of correspondence will be circulated to members.



15. Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 16 & 17 on the grounds that it could involve the likely disclosure of private and confidential information.  9.20pm


16. Play Equipment Project – To consider the quotes for the new play equipment project.

17. Community Land, Nicholas King Homes – To receive an update on the community land on the Nicholas King site, north Milton Road.
